What New York State and the Coast Guard actually require to run a boat or PWC on East End waters.
NY State Boating Safety Certificate
New York’s Brianna’s Law phases in a mandatory Boating Safety Certificate for every operator of a motorized vessel on NY waters. As of 2025, all motorboat operators — regardless of age or year of birth — must have completed an approved boating safety course and carry the certificate on board.
The course is offered in person and online through NY State Parks Marine Services and approved providers.
USCG Captain’s License (OUPV / Master)
If you take paying passengers, you need a U.S. Coast Guard credential. The OUPV (“6-pack”) allows up to six passengers for hire. A Master 25/50/100-ton license is required for larger inspected vessels. Both require sea-time documentation, a medical exam, a drug test, and an approved course or proctored exam.
East End captains typically file through USCG Sector Long Island Sound (the Regional Exam Center at Battery Park handles the exam).

PWC (jet-ski) age rules
In New York, personal watercraft operators must be at least 14 years old and must have a Boating Safety Certificate. Operators under 18 are subject to additional supervision and rental restrictions. Rental liveries must provide a safety briefing and verify credentials before handing over the keys.
